Richard E. Trogolo is currently the IRS Managing Counsel in Cincinnati, Ohio and an Associate Area Counsel in the IRS Large Business and International Division. He assumed his current position in October 2000 when the IRS reorganized. He supervises attorneys engaged primarily in tax litigation and large case examination advisory work involving Coordinated Industry Cases (CIC) in Ohio, Indiana, and Kentucky with assets of $10 million or more. Mr. Trogolo and his attorneys also provide nationwide support and assistance to IRS agents and specialist handling international issues.
In 2010 he received the Chief Counsel National Manager of the Year Award. Mr. Trogolo began his career as a trial attorney in Tax Litigation Division in Washington, D.C. He was selected as one of only 17 Special Trial Attorneys (STAs) to handle the most important, difficult and complex cases arising anywhere in the country.
He served as an STA for more than 3 years, trying multi-million dollar cases involving controlled foreign corporations, minimum distributions, "subpart F" income, foreign currency conversions and other issues of national significance. Next, Mr. Trogolo was selected as Deputy Regional Counsel for Tax Litigation, where he helped devise and implement a nationwide Tax Shelter initiative. In 1985, he was promoted into the Senior Executive Service as District Counsel with head of office responsibilities for the IRS Ohio District Counsel Office.
During a four year tour on active duty in the USAF, JAG Captain Trogolo was both a prosecuting attorney and defense counsel. He tried cases throughout the Southeastern United States before General and Special Court-Martials, including murder, rape, forgery, manslaughter, robbery, and larceny offenses. He was awarded the United States Air Force Commendation Medal. For 2 years, after his appointment pursuant to 10 USC § 826, Judge Trogolo served as one of the youngest of 26 Military Judges presiding over both bench and jury trials throughout the Northeastern United States. He decided over 100 cases, including shootings, assaults, drug offenses, larcenies, forgeries and other criminal offenses. Mr. Trogolo received his B.S. degree from the College of Education at the University of Maryland, and his J.D. from Catholic University's Columbus School of Law School, where he was the Editor-in-Chief of the Law Review.
Since May 2001, Mr. Trogolo has served as an Adjunct Professor of Law in the Graduate Tax Program at Capital University Law School in Columbus, Ohio, where he teaches both a Federal Tax Procedure and a Professional Responsibility - Tax Ethics course.
